PA Petitions

We have two types of PA petitions to parliament that you can choose use to start your own petition: electronic and paper. Both require a maximum of 25 signatures to be accepted by parliament.

1. Electronic Petition: Max 250 words, uploaded on parliament site, and requires electronic signatures (you foward supporters to the site to e-sign).

You can use our template e-petition, as follows:

Parental alienation (PA) is neglect/abuse, failing to adequately meet children’s emotional needs by blocking them from another parent (and their extended family), impairing their sense of safety, security, and trust.

Making children choose between parents is psychologically damaging.

Dr. Craig Childress: PA is “reinactment of childhood trauma” of the alienating parent. “A triangulation of the child into the spousal conflict duo.”

Impacts include mental health disorders (depression, anxiety, PTSD), drug/alcohol addiction, transgenerational attachment trauma, and suicide.

Statistics Canada (2022): During spousal separation 21% of children receive equal time with both parents, 17% have irregular visits, and 19% have no contact at all. Only 36% have regular visits with both parents.

12-year study of 1000 custody cases (Clowar/Rivlin, 1991): 86% included parental programing of children against the other parent.

Convention of Rights of the Child guidelines, section 16 (10): “The provision reflects a general assumption that the needs and interests of a child following separation and divorce are best met when the child maintains significant contact with both parents.”

Ontario Bill 207, passed to prevent coercive control, includes psychological and emotional abuse, consistent with PA. Children require special attention with emotional coercion because they don’t understand it, can’t speak out, and need the protection of knowing they have both parents.

PA places financial burden on the healthcare and court systems.

We, citizens of Canada, request the House of Commons help families struggling with parental alienation, by changing legislation to automatic and mandatory 50/50 child custody/access between parents during separation or divorce.

2. Paper Petition: A legal size page that you download and get original physical signatures for. This includes a separate signature page to go with the letter page. At least 3 signatures are required on the letter page, which we provided lines for. Original signatures are required, with full addresses or city/town. Your name is to be printed after “Thank you,” in this letter (NOT included in the minimum 25 signatures required). Get 5-10 extra signatures, as some may not be deemed valid by parliament. For more info about petitions visit the House of Commons.

Copy and paste the letter below for legal (8.5″x14″ page size) which allows for 65 signatures in total (print extra blank signature page for more copies):

House of Commons, Parliament of Canada
Ottawa, Ontario, Canada, K1A 0A6

Dear House of Commons,

Parental alienation (PA) is the failure to adequately meet the emotional needs of children, and therefore, is neglect. Blocking a child from having their emotional needs met from another parent (and their extended family) is abuse, impairing the child’s sense of safety, security, and trust. Making a child choose a parent is also psychologically damaging.

Dr. Dawn-Elise Snipes, PhD: “The child is experiencing direct abuse and witnessing abuse to the targeted parent.” Long-term impacts for both children and parents coping with PA include mental health disorders, such as depression, anxiety, and PTSD, drug or alcohol addiction, transgenerational attachment trauma, and suicide.

Dr. Craig Childress: PA is a “reinactment of childhood trauma” of the alienating parent. “A triangulation of the child into the spousal conflict duo.”

Statistics Canada (2022): During spousal separation 21% of children receive equal time with both parents, 17% have irregular visits, and 19% have no contact at all. Only 36% have regular visits with both parents.

A 12-year study of 1000 custody cases by Clowar and Rivlin in 1991: 86% included parental programing of children against the other parent.

Dr. Richard Gardner’s 2001 study on access restriction: When the courts restricted or changed child custody access away from alienating parents in 22 cases of PA, the Parental Alienation Syndrome symptoms were reduced or eliminated in 100% of children. In contrast, in 77 cases where they didn’t restrict access or change custody with the alienating parent, the child symptomology increased by 90.0%.

World Health Organization (WHO): Considered including PA in their 11th edition of International Classification of Diseases diagnostic guide (ICD-11) in 2019.  Although they concluded that the term parental alienation was more widely used in legal contexts, they indicated, “The broader category of ‘caregiver-child relationship problem’ was seen as adequately covering aspects of this phenomenon that could be the focus of health services.”

PA is in direct contrast to what is in the “best interests of the child” Convention of the Rights of the Child guidelines, in section 16 (10): “The provision reflects a general assumption that the needs and interests of a child following separation and divorce are best met when the child maintains significant contact with both parents.”

Ontario Bill 207 was passed to prevent coercive control. It includes psychological and emotional abuse, consistent with PA. Children require special attention with emotional coercion because they don’t understand it and can’t speak out. They need the protection of knowing they have both parents in their life.

PA also places financial burden on the healthcare and court systems.

We, Canadian citizens and residents, are requesting the House of Commons help for families struggling with parental alienation, to change legislation to automatic and mandatory 50/50 child custody/access between parents during separation or divorce.

Thank you,
